# Directions:
01 - Set oven to 400°F and line a baking sheet with parchment paper.
02 - Arrange tomatoes, onion, and garlic on the baking sheet; drizzle with olive oil and season with salt and pepper. Toss to coat evenly.
03 - Roast in the oven for 25 to 30 minutes until tomatoes are lightly charred and onions are tender.
04 - Transfer roasted vegetables to a large pot; add vegetable broth, tomato paste, dried basil, dried oregano, and smoked paprika.
05 - Use an immersion blender or countertop blender in batches to purée the soup until smooth.
06 - Bring the soup to a gentle simmer over medium heat; stir in heavy cream and Parmesan cheese, then adjust seasoning as needed.
07 - Add tortellini and simmer for 4 to 6 minutes until tender and fully cooked.
08 - Ladle into bowls and garnish with fresh basil and extra Parmesan cheese.
